About two years ago, 26-year-old Marvin Scott III was being held in the Collin County jail on a marijuana possession charge when he was restrained and pepper-sprayed, which caused him to lose consciousness and be declared dead at a hospital. Eight jailers were subsequently not indicted by a grand jury on charges connected to Scott’s passing.
Two people were discovered dead at the jail in distinct incidents last year.
According to reports submitted to the Texas attorney general’s office, both fatalities were determined to be suicides.
