Moira Kelly was born on March 6, 1968 in Queens, New York, USA. She made her professional acting debut in the independent movie The Boy Who Cried Bitch. That same year, she starred in the television film Love, Lies and Murder.

She has since starred in several other films including Billy Bathgate, The Cutting Edge, Chaplin, With Honors, Little Odessa, Unhook the Stars, The Safety of Objects and many others.

She also became known for some of her notable characters on television such as the role of Mandy Hampton in The West Wing and Karen Roe in the teen drama One Tree Hill.
