The most obvious solution is that Padre denotes a settlement of some kind. Although Strand speculates it could be a person, no single survivor can promise safety without the land and resources to back it up. Assuming Padre is a location, the next question would be who’s running the show there, and one intriguing possibility is the Civic Republic Military. The CRM has enjoyed a heavy presence in all 3 Walking Dead TV shows, and the large organization apparently spans the entire United States. If anyone has the means to provide shelter and safety in a nuclear wasteland, it’s the CRM, and this would also explain the immense secrecy surrounding “Padre.” The CRM kills folks just for knowing they exist, so it makes sense that Padre is whispered in hushed tones by Fear The Walking Dead season 7’s survivors.
